William Franks is a first sergeant with the Prince William County Police Department. He has been involved with Special Olympics since 2015, after being invited to a Polar Plunge meeting by fellow sergeant Luke Dean. His favorite memory is helping a local athlete prepare to serve as a Guardian of the Flame at the 2024 International LETR Conference in San Antonio — the first time an athlete carried the Flame of Hope during the opening ceremonies.
