Joe Carroll is a special agent with the Virginia DMV Law Enforcement Division and retired from the Metropolitan Washington Airports Authority Police. He began volunteering in 1995 at the Dulles Day Plane Pull and has been part of LETR for 30 years. A proud member and Director of the Virginia LETR Executive Council, Joe’s favorite memory is watching athlete Matt Doyal carry the Flame of Hope at the 2024 International Conference — the first athlete ever to receive that honor.
